A newer model of pharmacist-led care
California created the Advanced Practice Pharmacist designation through Senate Bill 493, effective January 2014, allowing pharmacists who meet specific education and experience requirements to move beyond dispensing into direct clinical management — ordering and interpreting drug therapy tests, and initiating, adjusting, or discontinuing medications. The first APh credential in California was issued in 2017, and uptake has been gradual since: by 2022, roughly 2% of the state's licensed pharmacists held it, reflecting just how new and specialized this scope of practice still is. In 2025, Assembly Bill 1503 renamed the credential from "Advanced Practice Pharmacist" to "Advanced Pharmacist Practitioner," effective January 1, 2026 — the abbreviation APh remains the same.
Nationally, only a small number of states — California, Montana, North Carolina, and New Mexico — currently recognize a comparable advanced pharmacist-practitioner designation, and broader "provider status" for pharmacists remains an active, evolving policy conversation at both the state and federal level. Pharmacy schools are now required to teach prescribing as part of the standard PharmD curriculum starting in 2025, a sign that this model of care is expected to keep expanding across the country.
This matters most in the places primary care is hardest to reach. Federal shortage-area data shows large parts of rural Northern California — including Shasta, Lassen, Trinity, Modoc, and Siskiyou counties — face physician shortages severe enough that patients can wait months for a primary care appointment, and much of the state's Central Coast and Sierra foothills sit within federally designated Health Professional Shortage Areas. Telehealth-based care from a California Advanced Pharmacist Practitioner can't replace a primary care physician, but it can extend chronic disease management to patients who would otherwise go without regular follow-up between visits.

William Wong, PharmD, is the founder and Chief Clinical Pharmacist Consultant of KLW Consulting, and a licensed California Advanced Pharmacist Practitioner. He earned his Doctor of Pharmacy from the University of Illinois at Chicago College of Pharmacy and completed a pharmacy practice residency at the University of Wisconsin Hospital and Clinics focused on critical care medicine.
He spent over two decades as a critical care clinical pharmacist in ICU, CCU, and trauma settings — including 15 years at Washington Hospital in Fremont (UCSF-affiliated), where he helped build the hospital's Medical Intensivist Program and co-developed its sepsis and post-cardiac-arrest therapeutic hypothermia protocols. That background in fast-moving, high-stakes medication management now shapes how he practices direct patient care today — changes are made carefully, and your primary care physician is always kept informed.

Licensure & Location of Care
William Wong, PharmD, is licensed to practice as an Advanced Pharmacist Practitioner in the State of California only (APh #11633; California Pharmacist #52556). Care — including telehealth visits — is available only to patients who are physically located within California at the time of service.
If you are located outside California at the time of your visit, we are unable to provide care until you return to the state, in accordance with pharmacy licensure law.
Telehealth Consent
Telehealth visits are conducted by secure video or phone. By scheduling a telehealth visit, you acknowledge that telehealth has the same general limitations as an in-person visit conducted remotely — for example, certain physical exams cannot be performed — and that you may request an in-person visit instead at any time.
Your verbal or written consent to telehealth care is obtained and documented at the start of each telehealth visit, consistent with California telehealth consent requirements.
Scope of Practice
Care is provided under California Advanced Pharmacist Practitioner authority, which permits independent initiation, adjustment, and discontinuation of medication therapy. By law, your primary care physician is notified whenever your therapy is initiated, adjusted, or discontinued through this practice.
Conditions or symptoms outside this scope of practice are referred to your primary care physician or an appropriate specialist.
